Forever vs. Global Forever Stamps: Which Postage Do You Need?

A standard domestic Forever stamp follows the price of a U.S. First-Class Mail single-piece, 1-ounce machinable stamped letter. A Global Forever stamp follows the First-Class Mail International single-piece, 1-ounce machinable letter price. Both retain their respective postage value when that category's rate changes, but they are not interchangeable one-for-one.

The USPS postage payment standards tie these stamps to different rate categories. The design or purchase year does not make a standard domestic Forever stamp equivalent to a Global Forever stamp. Read the stamp's designation rather than identifying its postal use from the picture alone.
Can I use domestic Forever stamps for international mail?
Yes. USPS allows domestic Forever stamps toward international postage at their current domestic value. The stamps must add up to the amount required for the actual piece; using a familiar domestic design does not give the envelope the domestic rate.
For a qualifying international letter up to 1 ounce, the current calculation is:
- Two domestic Forever stamps: $1.64 in postage, leaving $0.11 to add.
- Three domestic Forever stamps: $2.46 in postage, which exceeds the basic $1.75 rate by $0.71.
- One Global Forever stamp: $1.75 in postage, matching that basic rate.
This is postage arithmetic, not a recommendation to overpay. If you already own domestic stamps, ask for the additional postage needed or use the appropriate combination. The USPS international mailing instructions explain how to prepare and pay for the letter.
Can I use a Global Forever stamp on domestic mail?
A Global Forever stamp can also be used as postage on domestic mail under the USPS rules for Forever stamp values and payment. USPS credits its current international 1-ounce letter value. At today's values, placing one on a qualifying domestic 1-ounce letter supplies $1.75 for a piece that needs $0.82, an excess of $0.93.
Keeping domestic and international stamps in separate labeled places can prevent that mix-up. For a heavier domestic envelope, first find its required total; do not assume that one Global stamp covers every domestic letter, flat, package, or extra service.
What changes when the letter is heavier or unusual?
The basic Global rate is not a flat price for every international envelope. Above 1 ounce, postage depends on weight and destination. Shape and size can also change the amount or mail category. Under USPS content eligibility rules, First-Class Mail International is for eligible correspondence and nondutiable documents, not merchandise. A small gift does not become eligible simply because it fits inside an envelope.
Canada is a useful reason to check the current table instead of relying on older advice. The current USPS retail price list charges $2.35 for a qualifying letter to Canada over 1 ounce and up to 2 ounces. One Global Forever stamp worth $1.75 is therefore $0.60 short for that example.
Before mailing, confirm the destination, finished weight, dimensions, contents, and mailing date in the USPS postage calculator. Additional Ounce and Two Ounce are different again
Not every stamp without a printed dollar amount represents the standard Forever value. USPS also has categories such as Additional Ounce, Two Ounce, Three Ounce, and Postcard. Each follows its own applicable rate. One Additional Ounce stamp does not, by itself, cover the postage for a 1-ounce domestic letter.

A final check before you use the stamp
Match three things: the stamp category, the mailing category, and the postage total. An unused older Forever stamp keeps the applicable current value, but a used stamp cannot be reused. If the marking or postal category is unclear, ask USPS before relying on it.
